Recently, the China Petroleum and Chemical Industry Federation, in conjunction with professional associations, released the "List of Petrochemical and Chemical Products at Risk of Overcapacity (2025 Edition)," sparking heated discussions.
The "List" identifies 15 products facing overcapacity risks, namely propylene oxide, epichlorohydrin, acrylonitrile, polyvinyl chloride (PVC), chlorinated paraffin, polysiloxane, ABS , PBAT, polyether polyols, 1,4-butanediol (BDO), nylon 66, vinyl acetate, polypropylene, soda ash, and titanium dioxide.
In fact, many industry insiders comment that this "List" is relatively conservative, and there are actually many more product types facing such risks.
The primary reasons for the warning are the concentrated commissioning of newly built projects since the “13th Five-Year Plan” period, the rapid expansion of low-end production capacity, coupled with weak traditional demand in downstream sectors such as real estate, home appliances, and packaging, resulting in low industry operating rates.
